Council to consider new shelter, funding for workforce and greenspaces, Potterfield Bridge connection

The agenda for tonight’s City Council meeting is about 2/3 Southside:

  • ORD. 2023-358 which will connect Semmes Avenue and the T. Tyler Potterfield Memorial Bridge:

    To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Standard Project Administration Agreement between the City of Richmond and the Central Virginia Transportation Authority for the purpose of providing funding for the Manchester Connection to James River project consisting of a ten-foot shared use path with two-foot shoulders and a new pedestrian bridge over the Norfolk Southern Railroad tracks.

  • ORD. 2022-002 which helps create jobs and improve the environment in Southside:

    To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Grant Contract Southside ReLeaf, a Non-Stock Corporation between the City of Richmond and Southside ReLeaf for the purpose of providing workforce development opportunities through the creation of greenspaces in the southside of the city of Richmond.

  • ORD. 2024-003 which also helps create jobs and improve the environment in Southside:

    To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Grant Contract Groundwork RVA, Inc. between the City of Richmond and Groundwork RVA, Inc., for the purpose of providing workforce development opportunities through the creation of greenspaces in the southside of the city of Richmond.

  • ORD. 2024-004 which also helps create jobs and improve the environment in Southside:

    To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Grant Contract Virginia Community Voice, a Non-Stock Corporation between the City of Richmond and Virginia Community Voice for the purpose of providing workforce development opportunities through the creation of greenspaces in the southside of the city of Richmond.

  • ORD. 2024-005 which looks like it accepts the money and sets up the above mentioned connection between Semmes Avenue and the T. Tyler Potterfield Memorial Bridge:

    To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the total amount of $1,599,897.00 from the Central Virginia Transportation Authority, to amend Ord. No. 2023-073, adopted May 8, 2023, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2023-2024 and the four fiscal years thereafter, adopted a Capital Budget for Fiscal Year 2023-2024, and determined a means of financing the same, by (i) establishing a new project for the Department of Public Works in the Transportation category called the “Manchester Connection to James River – Ped/Bike” project and (ii) increasing estimated revenues from the funds received from the Central Virginia Transportation Authority and the amount appropriated to the new Department of Public Works’ Manchester Connection to James River – Ped/Bike project in the Transportation category by $1,599,897.00, all for the purpose of funding the implementation of a Manchester Connection to James River project to construct pedestrian and bicycle safety improvements for safe access…

  • ORD. 2024-006 authorizes acquiring 10 Belt Boulevard to be a new homeless shelter:

    To declare a public necessity for and to authorize the acquisition of the parcel of real property owned by Grove Avenue Partners LLC and located at 10 Belt Boulevard in the city of Richmond for the purpose of providing community services related to homelessness and housing alternatives. (8th District)

  • ORD. 2024-011 authorizes paying for a new homeless shelter at 10 Belt Boulevard:

    To amend Ord. No. 2023-071, adopted May 8, 2023, which adopted the Fiscal Year 2023-2024 General Fund Budget and made appropriations pursuant thereto, by increasing anticipated revenues from (i) certain funds due to the City from the Greater Richmond Convention Center Authority, in accordance with an Interlocal Agreement dated February 1, 2000, by $3,140,571.00 and (ii) additional interest generated from the use of City funds by $509,429.00 and appropriating the sum of $3,650,000.00 to the Department of Economic Development for the purpose of providing funding for the acquisition of the parcel of real property located at 10 Belt Boulevard in the city of Richmond for community services related to homelessness and housing alternatives.
